Isn't it just as effective to use the rocket launcher? Is it just me, or is the cover system in this game wonky and pretty useless?

Casual is SO much more fun. I got stuck midway through the game on Normal and had to switch it. I may restart the game and play Casual from the beginning. I just got the nano rifle, and don't find it all that great. What am I missing?
