That Halo Reach one is extremely easy. Just keep playing the single player level that starts you up on the cliff. If you time the jump just right, you can assassinate the elite at the bottom.

And in that time, PC got DLC and a patch. I would never go console for Payday, Overkill cares much more about their PC audience than console.

Deal does indeed stack with the free game.  It's even advertised as "free game AND $50 gift card" when you buy an Xbox One.
