I had this problem as well yesterday but I found what was the issue. My PS4 was using a wireless connection instead of the LAN Cable. Just make sure what you are using for downloads is the default and that should fix the issue. Unless there was a disruption in your service, of course.

Personally, I've closed the door on Phantoms. I'll buy resells and rent/borrow games. It's time to move on.
