It appears that gift cards are still working for PSN/Xbox/eShop codes online, so it's possible that they haven't made the change yet. Hopefully we get official confirmation at some point.
It looks like you can still buy POSA cards with gift cards/trade credit on the website. I just bought some PSN/eShop credit and it went through immediately:

My local store gave me a pack of tarot cards when I showed them my proof of purchase. Apparently they only received 5 and two customers have picked theirs up already, so I would visit the store ASAP if you want one.
I tried to do that yesterday and they only found the $15 base in the system. I even mentioned the fact that there were two listings. Employee said he couldn't adjust the values (possibly didn't know how because he was new) when I was able to at that exact same store in the past.

I've found that messaging them on Twitter provides more accurate information than calling. The person on the phone told me that my trade ban was 3 months, but their Twitter said that it was permanent. They were even able to get my trade ban removed after I inquired about the ban.
Not guaranteed, but there have definitely been reports of people getting trade banned for boomerang flips. It's becoming more common lately, which indicates that there may be some kind of mechanism in place.
