It isn't BS. Because if your university/apartment is blocking the port they use, that is your problem and not Destiny/Bungie. Not every company uses the same ports for all things, it doesn't matter if you can play other games.

I had the same issue but there is a vendor for special deliveries. If you look at that vendor all the items you are supposed to get are t here for 0 glimmer. I had a TON of emblems from various things available to me. These are for emblems and cosmetics, not the armory.
