  If that were true then why does the DualShock 3 need to re-sync with the PS3 if you remove the wire? I would think that's because the wireless radios were turned off and are now turning on.

Assuming their return policy is the same for (almost) all of their other products, I would say no, there is no restocking fee.

Make sure you buy a Micro USB cord for the PS4, not the Mini USB that the PS3 uses. Ah yes, it seems that Sony changed it from mini USB to micro USB. A welcomed changed as micro USBs are a lot more common since smartphones use them.
