That's the exact same thing that happened to me before I decided to try and create a brand new account on my 360. For some reason that one, with no credit card associated with it was able to download the maps but my original gamertag couldn't. I tried to give them my money but I guess they just wouldn't have any of it.

I got the "failed" message after staying up late last night waiting for the map pack to appear. I went to bed without downloading it and decided to figure it out this morning. The instructions given for 360 owners in the latest update on bungie.net are accurate, however they're missing one integral part: even though you may have a credit card set up as a payment option, it might not be your PRIMARY option. Once you've set up the credit card, you'll see it on the list of payment options. At that point you have to actually select the card from the list of options and press the A button. I doubt they did it on purpose but they really did make it easier to download for free than it is to actually pay for the
