This is correct, only Chloe and Jack are returning. There is at least one character that is going to return in February though, apparently. I don't want to give away who it is though.

Don't get me wrong, I love season 3! But among the three, it is the weakest! I definitely think it is a great season. It's VERY good. But by comparison, I think it's weaker, but not by much.
And since you mention it, I just finished watching season 3 a few days ago and I actually like it more now that I watched it all at once. It feels like they wrote it so you'd watch it all at once.

I know for certain that they only wrote 13 episodes for season one when it originally aired. If you watch season one, you know what I'm talking about. Everything is pretty much wrapped up and then in the last five minutes of the episode the plot unfolds once again.
