Advice on a cheap laptop or tower, internet needs only.

Any good sales or recommendation for a cheap laptop or computer tower somebody can direct me to. It's only needed for internet, not a gaming computer.. Preferably new but refurbished only from a reputable retailer. I don't know what good specs are for it, my computer is bogged down and is beyond cleaning/repairing. And if you recommend a laptop, could someone tell me what I need to link it to my computer monitor, some laptop screens are to small and I have a big monitor to see clearer.

Sorry I am terrible with computers, would appreciate any advice. Looking to spend about 200.
