Amazon's FSSS: Fine points of split-up-the-shipment policy?

For as long as I've shopped at Amazon and used their Free Super Saver Shipping, if I've combined items in an order that were in stock and not in stock, they've gone ahead and shipped the in-stock items in one immediate shipment and the non-in-stock items in a later shipment as they became available. To me, this is just how Amazon works. But I placed an order last week -- two in-stock items, one pre-order -- and the in-stock stuff has yet to ship. I'm a little surprised that the two in-stock items haven't been sent yet, and I'm wondering if there's been a policy change, or a long-standing policy fine point I've never known about. I needed all three items together to qualify for the FSSS, but that's never been an issue in the past. I've always figured they shipped stuff right away because things that sit around in open orders are more likely to be canceled ....
