Nope. Never trust a seller that says "that's as far as I've tested it" or "I don't have the charger" or something along those lines. I'd say 99% of the time, they know it doesn't work.
You can find DS Lites "as is" that have broken screens or hinges or something along those lines for around that price, and they're pretty easy/cheap to fix. If the seller says it plays games (or better yet, shows a picture of it playing a game) then that might be worth the gamble, but it's definitely a no on the untested ones.

You should check the guy's history and see what else he's sold.
It could just be a pawn shop that's selling off stuff people pawn off, and stuff doesn't have to be complete to be taken in, so that could very well be the case, but any time in situations like these, just browse through some feedback and see if you'll run into a problem.

If you don't have extra monies and are trying to save money then don't gamble; non-returnable as-is items are always a gamble and you will eventually get stuck with a lemon because you're agreeing to purchase it as a possible lemon. Spend a few extra bucks on a seller who confirms it works or has a decent return policy.
