Behind the scenes, a power struggle emerged, as federal officials tried to wrest authority from Louisiana Gov. Kathleen Babineaux Blanco (D). Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, a source within the state’s emergency operations center said Saturday.

The administration sought unified control over all local police and state National Guard units reporting to the governor. Louisiana officials rejected the request after talks throughout the night, concerned that such a move would be comparable to a federal declaration of martial law. Some officials in the state suspected a political motive behind the request. “Quite frankly, if they’d been able to pull off taking it away from the locals, they then could have blamed everything on the locals,” said the source, who does not have the authority to speak publicly.

A senior administration official said that Bush has clear legal authority to federalize National Guard units to quell civil disturbances under the Insurrection Act and will continue to try to unify the chains of command that are split among the president, the Louisiana governor and the New Orleans mayor.

Louisiana did not reach out to a multi-state mutual aid compact for assistance until Wednesday, three state and federal officials said.

Well well, Bush planned ahead, but the Democrat governor refused to hand over authority.
 
Why didn't Bush work with the State Administration? He wasn't even off of vacation until Wednesday, two days after it hit.

Also, this doesn't even address the decrease in funding over the last several years.

Oh shit, Kayden's right. I thought he tried to take control the prior Friday, to supervise the evacuation as the Hurricane was steaming down. I didn't read the whole article.

This article only proves that Bush was not on the ball for the whole first week. He was committing dereliction of his duty while people died.

This was what immediately came to mind after reading the article. Apparently the liberal state and local government is to blame because they didn't hand over total control to the "better late than never" federal government.

So, now the Republican talking points are as follows:

1) The local and state government didn't do enough to help

2) The local and state government didn't let us come help after 5 days of doing nothing.

If you really fall for the line of thinking above, then I pity you, and recommend that you begin to read, then form an opinion, in that order.

I was agreeing with your position, depite the fact that I may rarely do so. ;)

Everything from the second sentence on is in response to Kastides, because apparently I have not yet given up on he/she entirely. Dunno why I haven't, but I haven't.
