Regardless if the target of an attack is civillian or military based on the criteria set forth under GC IV:

Art 4. A. Prisoners of war

(2) Members of other militias and members of other volunteer corps, including those of organized resistance movements, belonging to a Party to the conflict and operating in or outside their own territory, even if this territory is occupied, provided that such militias or volunteer corps, including such organized resistance movements, fulfil the following conditions:
(a) that of being commanded by a person responsible for his subordinates;
(b) that of having a fixed distinctive sign recognizable at a distance;
(c) that of carrying arms openly;
(d) that of conducting their operations in accordance with the laws and customs of war

The actions and the manner in which they are conducted by terrorists groups are per se acts of terrorism.

My reading of you statement: "And, on a technicallity, much of what we do in Iraq would be considered terrorism if you want to include every possible interpretation."

Leads me to believe that you can reasonably come to the conclusion that a majority of acts committed by US service members in Iraq are acts of terrorism. I fail to see any disagreement in your statement.

Again, if every possible definition of the term terrorist is used, then yes. That was my argument against using such far reaching definitions of the term.
