I feel it is deceptive. The fact is that what I'm being sold is not being properly represented. It makes me wary of buying. While I dislike the prolog/Ep1 of Winter Voices, it is clearly labeled and upfront about what I'm getting.

At first glance the two episodic/chapter games looked like a marketing ploy to buy in cheap then having to pay more to continue the game. However, with the slight oversight of me not remembering developers now may set their own sales & discounts, this seems to be a good compromise. If in fact 90% off or $0.50 an episode comes through.
