Buy.com Google $10 not working?

I made a new google checkout account to buy The Cool from lupe fiasco on the site but it isn't discounting, Is there a requirement i am missing?

If you've ever used Google Checkout with that same credit/debit card, it's won't discount your purchase again.

Try a different card.
