Is there any way to be sure something isn't pirated? Are pictures w/ the original packaging (manual, box, and inserts) as well as a good feedback rating a sure enough sign? If not, what other options do I have if I want to get an older GBA game?

For the most part what you said should be enough to determine if it's ok or not.

Also, avoid buying from Hong Kong sellers of GBA games and be aware of auctions that state something like, "new game, cartridge only", or "game box will be sent flat to save on shipping"

Yeah, I think decent pictures and good feedback (especially if they've sold GBA games in the past) are enough. You can also ask the seller directly if the game is legit or for better pictures. I've bought tons of GBA games off eBay, but only one was bootleg. The seller who sold me the bootleg had good feedback, but he was selling his son's game and didn't know it was bootleg. he also had pictures in his auction, but it wasn't very detailed.
