I bought this a week or so ago. I didn't get the GOTY edition. My friend went to the same eb later that day and got a GOTY edition. We both bought new copies. I paid $40 for it. Its a good game IMO worth $40.

They are saying they reduced it by $20, from $60 to the $40 as the OP mentioned.
