Yes, and the two "subscribers" months granted by the 60-day card will give you 1000 (2x500) Turbine Points to use as you see fit in the "Free-to-play" model.

And note that only the quests from the beginner's areas will really be "free" in the new model; so these points will be useful to unlock higher-level areas for your characters.
