Inside the newsletter is a link to a coupon for 3 bucks off any used game (with no min. value). This coupon is tied to your account and includes your name and account number right on it, so the only way to get the coupon is through the newsletter.
PS - thought I should probably mention that the newsletter also states that a bunch of brand new games have dropped to $14.99. Doesn't give any specifics beyond that though.
