can't add paypal to xbox live?

so I decided to finally hook up my paypal to xbox, went on my 360, it directs me to xbox.com/account. I go there, and go thru the steps and get this message:

"The reward method you chose is not authorized. Please use another reward method to request your cashback reward. If you get this message multiple times, contact customer support.
Message 8017 "

sooo what do i do? ._.

You've seen the FIFA thread, why in the world would you want to link your Paypal account to Live right now? Stick with buying cards, it's the only safe solution.

It's getting worse right now. After reading through that giant NeoGAF thread, I'm actually glad my account is in lockdown for the moment.
