You have to give your Social Security # and 20 dollars for 10 debit card. Count me out.
You do seem to get a $25 GC for approved merchants when you make your first $25 purchase at one. The only one that jumped out at me was Best Buy. It still sucks to pay $10 for a debit card.

Its prepaid right?

Looking at the at charge tables it'd be better off to get the paypal top up card.

Thanks

Holy flying fucking sharks batman, that's insane! It's good they didn't announce this until after SFIV or I wouldn't have bought my copy, damn those money-grubbing whores.
Wow that is horrible, I wouldn't have gotten it anyway since I never use debit cards and only use credit cards but those fees are ridiculous.
Video game maker Capcom has partnered with Visa to offer a pre-paid debit card with so many fees that it will shrink your wallet from an E. Honda to a Dhalsim. The hurricane kick of fees, inside.

From the card's fee page:
 • $9.95 activation fee
 • $4.95 monthly fee
 • $0.25 per debit use
 • $1.50 per ATM withdrawal (not including whatever fee the ATM charges)
 • $10 to close the card (and you can't just stop using it, because besides the $4.95 monthly fee, there's a $5 dormancy fee
