Cashing in giftcards <$10 in CA

Anybody ever cash in a Gamestop gift card that has less than $10 on it. It's a law in California that retailers must do it if a customer asks.
 
It's pretty straightforward, I've done it before and it's never been an issue. Blockbuster was the biggest pain, making me fill out a full name/address/phone sheet for a $.09 refund.

It is important to note the difference between store credit (from trade in) and gift cards though. They are not the same thing and I don't believe the retailer is under any obligation to give cash back on store credit.
 
For what its worth, I don't think this applies for those general Visa/Mastercard debit gift cards. Those can even expire. The only cards that can't expire under CA law are the ones to a specific store.

But if you have a GameStop gift card, then they should have to cash it out for you under $10 if you ask.
