Chell in HL2: Ep3... maybe...?

In a new interview on 1up, Gabe Newell all but comes out and says that Chell was in Half-life Episode 3 before they decided to make her the protagonist of Portal. I think we all assumed that after Portal became so hot, they might then integrate her into Ep3... now it sounds like things worked the other way around. Anyone else agree that's what he's saying?
