You ordered the necklace before the remote, right?
The reason you got the necklace is because it was validated/verified and submitted to Arvato for fulfillment about 29-to-32 days after you ordered it. At that point it was out of Bing's hands. However, the necklace was back-ordered at the time, so it took Arvato that long to actually ship it.
At some point after the fulfillment request for your necklace had already been submitted to Arvato they decided that your account had suspect activity, probably when you placed the order for the remote, and anything ordered on that account after that date won't be coming.
It used to be that orders/accounts were flagged at the 29-to-32 day mark, when they validated/verified the orders, but these days I suspect that they are flagging them much sooner (which is why the prizes were coming and going so frequently a while back). However, Arvato still only gets the fulfillment requests 29-to-32 days after the order is placed. Which is why most prizes are still shipping in the 29-to-32 day window.
