He could, but I doubt SSI would take that very well. You see, from what DLF has said before, he has a representative payee. This means that he has been found mentally incompetant to handle his own finances.
Sure, he could set up a different account at a different bank, but then more likely than SSI would see these as trying to "hide" money, so they would cease payment.

Basically, this shows us that DLF must be poor and disabled/handicapt.
His parents have every right to take money from him, so long as that money is used for his support.
Considering that he must be disabled, he must have some inherent flaw, be it mental or physical, so his parents will have to make unpopular decisions that will obviously piss him off.
His parents have to be harsh, and watch his spending, because if he gets overzealous and holds on to too much property or earns too much money (to the order of 2-3000 dollars), he would lose his SSI payment (around 600 a month.)
