Does PS3 really have newer technology? I thought it was just delayed?

I was reading a post in another forum how they were stating PS3 was the same as 360. This was his main argument, which sort of makes sense? He states that although PS3 is launching a year later than 360, it isn't due to the fact they just finished development of the technology, Sony just couldn't get their act together during their proposed launch.

Basically they promised a March 2006 launch and had to delay it due to whatever Blu-Ray problems they were having, not because the hardware was still being developed. Unlike Xbox and GC which released a year later than PS2, but was due to the hardware not being finalized and still in development which is why they were more powerful.

Have developers confirmed that PS3 truly is more powerful or is it simply taken for granted because it is being released a year later?
 
Though the PS3 is technically more powerful, it's also much harder to program for. Essentially, the PS3 has more potential, but in execution it and the 360 will like marginally different.

And yes, the PS3 was delayed for problems with some sort of Blu-ray copy protection scheme, not because of console hardware development.
