ebay dispute?

Okay so I bought a game on June 17th. I've been waiting it's almost been a month, sent the seller tons of emails.. FINALLY today he replies.. with

"Ive been delayed in paypal and refunds. It's boxed up and going out today. I
am sorry for the delay so I am going to add another game for you as a small
gift."

Now I'm wondering.. what's the limit for a dispute.. 30 days? 60,90?? I'm wondering, because if it's 30 days, then this is a nice way for him to screw me over saying he WILL send the item, but doesn't... and after a few days I can't place a dispute.

So mainly, what's the last date I can dispute it.. I'm asking because if I have 60-90 days, then I'' take a chance and wait for the item.. otherwise, only a few days left till it's been 30 days...

Seems like based on his feedback, he has always had issues with shipping being late.. 5 people waited 2 months.. o_O
 
It's close not.. mabye 35 days.. he just sent me a msg and said it should arrive friday.. it's saturday now..
 
Me being a buyer, Id file at 3 weeks. In your case he should have upgraded the shipping to priority and hope you dont drop a neg for him slacking.
 
i'd file after 2 weeks. don't wait for him to keep saying he's going to send.
