I never bought anything off ebay, so I have a question:

If I'm using paypal, do I send the payment AFTER I've recieved the item?

Can I refuse to pay if I was sent the wrong thing, or not what I agreed to buy, as long as I send the item back with a week in the same condition?

Okay, that was two questions, MAH BAD.
 
First, wrong forum.

Second, no. You pay when the auction is over unless the person tells you otherwise.

As far as "returns", no to that too. This is ebay, not some store. You buy what you agreed to buy at auction. Pay for it when its over. They ship. If its messed up you try to work something out with the seller. If not, you file with Paypal/ebay to get it fixed.
 
Some ebay sellers allow you to return the item if it's not as described. If the sellers let you return item, they will most likely mention it in the item description. If they don't mention the return policy, you can always send the seller a question about it.
