eShop Channel Question

Can you download a game on 3DS and play it on the Wii or Wii U virtual console? I just bought Megaman 1, 2, 3, 4 and I'm wondering if I have to rebuy the game on the Wii or Wii U console. 
 
If the answer is no, where do you recommend I buy my games?

Games are system locked. So you'd have to buy the games on each console.

I'd recommend buying the games for whichever console you play the most. Or which controls you like the best.

One nice thing about having them on Wii U is that you can play on the TV or the gamepad.  On 3DS, you obviously can't play on the TV, but you can take them out of the house.

I hope eventually they implement some kind of "cross-buy" system, because it's absurd to have to buy stuff twice if you want it on both.

Another nice thing about the controls on the Wii U version is you can re-map the buttons.
