Fallout n00b: Any info would be greatly appreciated

So, i'm a relatively new gamer. I missed out on Fallout 1/2, and the dvd won't run on my computer. Yay? I was wondering if some Fallout fans wouldn't mind explaining the game: story, gameplay, w/e you want.

I'm doing this in anticipation for Fallout 3 of course: should i preorder the Survival Edition? :D
 
The world has been destroyed by nuclear war. Mankind has taken to underground vaults to live. When Fallout 1 begins, the main character's vault's water purification system fails. The leaders of the vault chose to send the main character out into the world to procure a water chip to save the people in the vault. One you retrieve the water chip and return, you find that the vault is empty. You find they've been kidnapped by the master and have been taken to a factory to be transformed into super mutants for his army. You destroy him, save the day. In Fallout 2, you are a descendant of the legendary "Vault Dweller" (the protagonist from 1). Radiation levels in the world have gotten low enough that more and more people are coming from the vault to the outside world. Each vault was give a Garden of Eden Creation Kit (GECK) that will restore the wasteland to manageable farmland, but your village has neglected to actually bring it with them. So, you are sent out to retrieve just as your ancestor had to go on a quest for the water chip. And, once you find it and bring it back, again every one has been kidnapped. This time by the Enclave, the remnant of the US government.
That's the basic gist, and everything I remember of the story.

The game play is a pretty basic RPG. You travel from town to town to gather information. Run into random battles along the way. The battle are turn based, but are somewhat similar to a stategy RPG than a traditional RPG. Every action you do requires action points (walking a step requires 1, shooting a gun requires 4, etc). Your action points are based on one of your stats (Endurance, maybe? I forget). You can find multiple NPCs that will join you through out the game, and they act on their own accord during battles.

You say that the DVD wont run on your computer? I am sure there's a patch for that and a guy named 'Killap' has made some awesome unofficial patches and is even now working on a Restoration project which intends to put back in all of the things the devs originally wanted in the FO2 game but couldn't get in for what ever reason (time, budget etc.)
