For which system are you looking to buy it for? Frankly, the cheapest I've seen is around 35-40 dollars for the 360 and ps3. The only one you could get for 25 dollars is probably the PS2 or psp version.
 
Probably during some black Friday esque sales. I remember seeing it at that price then. Now that there is a World Cup edition coming out, you may see the standard edition drop in the next bit.

Or people may began to trade them in and maybe you can get it at game stop or somewhere else.
