Seeing as how HEB is only in Texas, this has a pretty limited audience. However, everyone needs groceries (or gasoline) so it's like you're getting 25% off a Best Buy Gift Card. It is a digital coupon which is only available on the HEB App. It's limit one per account but you can create as many accounts as you'd like. Just gotta confirm email and all that stuff.
Update: There are yellow in-store coupons posted next to the gift cards. Don't need an online account. No limits with in-store yellow coupons unless you buy over a $1000 worth. Maybe a TV?
