This reminds me of something my friend in Government Intelligence once told me in passing; that we have very extensive invasion plans for Canada, and they are kept up to date all the time.

Of course, that shouldn't be alarming, they have the same thing for Mexico. They pretty much have volumes of contingency "just in case" plans for many horrible things you don't know want to know about.
