Fun topic. Video game Myths.

I remember back in the SFII (original version) SNES days there were a lot of myths about making the 4 bosses playable, I think you could get M Bison somehow, but not the other three.

Back in the UK a lot of the magazines would run April Fool stories, I remember in the early days of the GB a mazine mocked up an arcade joystick attachment and a GB version of SFII, course years later it was released on the GB.

There's no way to play as the bosses in SFII for SNES unless you used a Game Genie code. As should be expected, the code was glitchy and, IIRC, wouldn't last past one match.
 
I remember playing Pokemon Red as a kid and talking to some guy at some border station (or whatever those were called) 99 times because, according to GameFAQs, he'd then offer me a Mew.

Needless to say, I didn't get a Mew.
