Not sure exactly because I am not a member, but I think you have to go into an actual B&M FYE store to sign up. It cost $25.00 a year, but you do not have to be a member to get this deal. You just pay the non-member price instead.

I don't shop there often to take advantage of the membership savings so I never bothered to join.

Just keep in mind that many of the prices are a few dollars per item higher than secondspin/wherehouse, so even with the discount plus free shipping it may be a little more at fye.
