Recently I picked up Civilization 3 for my old laptop at Big Lots for $6 and am enjoying it quite a bit. I was looking for other older PC games that would be considered close to this in gameplay.

I really like the cultural development, but sometimes get irritated at how you end up forced into war. I'm definitely not looking for an RTS and while I've found Simcity somewhat enjoyable in the past, I'd like something a little different. Links to cheapass deals on said games are appreciated but not necessary. Thanks.
 
Alpha Centauri is similar with a sci-fi twist and a few neat differences such as unit design. Lot's of war in that game though.

Seconded. I normally hate 4X space sims, but these two are incredibly fun.

You might also be interested in FreeCiv, an open source Civ Clone. Never played it, but these open source games usually have dozens and dozens of mods available for download, offering plenty of replayability.
