This won't last long. It's probably gamestop's pricing guys thinking they should jack up prices before christmas. They really have nothing to lose by raising the price, because they won't give any more in trade in.
I was thinking the same, they are probably doing this to capitalize on christmas sales and also to keep inventory in their stores for christmas sales, since christmas sales basically clean out their whole store of anything used, last year there were like 5 GBA games left in the case and about 3-4 gamecube games left in each store I went into before the holidays. There are tons of kids that still have only GBA's, Gamecubes and PS2's for video game systems so these old games are in heavy demand during the holiday season. Lots of kids are also just getting these systems for the holidays who don't know any better, not everyone buys next-gen only games.
Avoid gamestop like the plague during the holiday season. I bet after christmas we will see a lot of gamecube price drops. They have done this in the past with the Pokemon GBC games, I remember a couple years ago they raised them to like 26.99 each and this was when they were several years old and the advance games were already out, they were raised from a price of like 12.99 to 26.99 just for the holiday season.
