When I was a kid and an Electronics Boutique opened in my local mall, I remember buying a couple "new" Genesis games from them. They were the last copies, so they took the case off the display shelf, pulled the games out from the counter and the instruction booklets were copies in black and white! That was my first experience with this type of practice.
When these type of stores accepted returns for full refunds (seven day return period?), they would shrinkwrap them back up and resell them as new. I bought an Xbox game from an EB Games once with no Microsoft security stickers and a very amateur shrinkwrapping job, like what you'd see at the grocery store when they shrinkwrap cuts of fruit.
The last time I accepted a gutted copy was back during the original Xbox days. But fortunately for me it turned out to be a rare game so I got all my money back selling it later on.
So far none of my online orders from Gamestop have been gutted copies, and they've only tried to give me a gutted copy in store once in this current generation of consoles... even though there were still sealed copies left.

I went to get Halo 2 at an EB Games on the day it came out and they wouldn't sell me a copy because I didn't pre-order it. So I went across the street to Best Buy and bought one of their 10,000 copies. Will never pre-order from Gamestop now.
