The reason was explained once on PS3 Fanboy when there was an interview with Yoshida:
Quote:
Where are all the PS1 games? We chatted with SCE Worldwide Studios president Shuhei Yoshida about the lack of PS1 downloadable titles in America, and he admitted it frankly: "I'd like to see more games on that as well ... we haven't done enough with third party publishers."
While lamenting the lack of PS1 support on the PSN, he did ask us a favor: "Maybe if you can convince the third parties."

And there are some publishers, who flat out admitted (like Working Designs) that their games will never end up on the PS Store, mostly due to their bad relationship with SCEA (Vic Ireland made that post at GAF, saying the only way Arc The Lad could appear on the U.S. Store would be for SCEA to re-translate it themselves. Vic Ireland certainly isn't allowing SCEA to use the work he did).
Look at you gettin' all The Mana Knight up in here.
And Vic Ireland can
off. I don't care if he's right. But he's a "developer personality" who doesn't deserve to be a personality. If he were a band, he'd be Linkin Park. If he were a pro wrestler, he'd be the Ultimate Warrior. The kind of person so pretentious so as to even fool themselves about who they really are. He's not even really a developer. He's an EX-glorified translator whose main recognition was that he'
up half the things he localized with terrible, terrible context-sensitive pop culture references.
I don't buy the licensed music excuse. Not for a lot of these titles. How much licensing does Resident Evil need?
EDIT: #-o
