There was never really anyway to play using standard AV cables. The component dongle is a little special thing attached to the cable that looks like a earphone jack with addition attached to it. That's how it does audio and video. And it was never capable of doing that strictly with A/V (RCA) cables. (sorry if I'm misunderstanding what you meant)
But anyway, here's the only cables that will allow you to play your PSP 3000 to a component capable TV.

Let me clear some confusion.
With
Composite you can use the XMB, play movies and music to connected device.
With
Component you can do all of that PLUS
play your games on the connected device.
Edit: Just checked Amazon and supposedly
a 3000 can use either cable to
play games, however I can only confirm component since that is all I own. I'm basing this information off of Amazon reviews found
here.
Oh and also just as an FYI, they display in 480p with a black border around the edges, so keep that in mind if you're expecting fill screen crisp HD quality video output, you ain't gonna get that.

Not unless you own a PSP Go you can't. I know it sucks, but it's a trade off, UMD drive vs. DS3 compatibility.
