If you buy a physical copy of Civ 5, can you activate it on Steam so you can re-download it from Steam on a different computer without having to use the disc?

They don't allow any other Civ games to be activated right now, so I would guess the answer is no.

If I remember correctly, Civ 5 won't be like the other versions in that it will work through steam (wikipedia seems to say that too). If that's the case, then redownloading through steam would work.

That link doesn't include Civ 5 'cause it isn't out yet. Civ 5 includes Steamworks, so your retail serial key will work in Steam whenever the game is released. In fact, the game will probably require Steam, regardless of how you buy the game. Shacknews says as much:
