The best time to start entering it is when the Con of Contra have already scrolled on screen.

That code gives you everything in Castlevania 2. All you have to do is find Dracula's Castle and kill him. I was stuck for so long, unable to find the castle, that I unintentionally memorized the code.

Then you have to equip one of Draculas parts in the menu along with one of the crystals then duck for while by the one mountain till the tornado takes you to the castle. Then the pieces of Dracula combine and you fight! Flame whip + Diamond + Laurel = VICTORY!
