I have a game for the TG16 called 'Takin it to the Hoop' the cover is a photo of a white guy going for a layup and its basically a picture of his armpit.

Correct. I believe the last time I tried running it on a Pentium system, it ran way too fast to be playable.

And the first one is Pipes. The things that stand out the most to me about that game were the sound effects, especially the walking sound.

Very much right, but I never played it on the commodore. The version I'm familiar with I played on the atari 800 5 inch floppy drive, the games look similar, but the atari version has better graphics. For the life of me I couldn't find a screenshot of that version and my copy won't work anymore..sadness

The ropes and the extra life icons make me want to say it's a Jumpman game, perhaps Jumpman Jr., but the character itself makes me want to say it's Miner 2049er.
 
i'm gonna guess the Golden Axe RPG game for the Sega Master system, or one of the Y's.

What ever it is, it's a total Zelda rip off.
