I'm actually very curious why Paypal payment has higher price than PSN, since it's usually the other way around. If I paid you $30 in Paypal, you could use that money to buy $30 in PSN credit, actually a little bit more if you shop on CAG.

I can't I'm not from US so my bank would deduct me money from taxes to purchase that in America, so I would be losing those 30$
