It means its useless. Only you can play it. It's registered to YOUR steam account. It means it's about as good as an AOL disc in the mail. It won't work for anyone except you.

Well, he could sell his steam account to you, but I doubt thats something he'd want to do. I wouldn't.

Because it's in Valve's agreement that you electronically sign when you install the game, if you sold your whole steam account it'd be violating a contract and they could have every right to sue you or something.
The only way to sell HL2 is to pay Valve $10 to unbind the CDKey from your account.
