Hard Drive Re-install

I have an external Hard Drive. If i plug the HD into another PC, do I have to reformat or can i use it to transfer large amounts of data between computers?

You don't have to reformat for every computer. That's the entire point of having an external drive.

Or a heavy USB thumb drive that requires a plug.

Also, if you have an HD already formatted to NTFS/FAT in one computer, you can yank it out of your computer (while it's turned off!) and place it into another computer (that is turned off!) and have it read the HD without a need to format.
