Has eBay and paypal gone down?

Ever since eBay has initiated the 'buyers protection', I have heard numerous stories about how sellers are getting ripped off by buyers. Even then, paypal take back the money you made off of eBay weeks after the auction. Is all this true?

I may have to start opting out eBay / paypal liability. Which is being heavily discussed on our archenemy's forum
