These are just big memory carts. I think the "plus" in the title refers to the fact that they hold 8 megabits of data... they claim this is double what other cards offer.
If you are looking for the extra 4mb expansion carts I think you have to go with one of those action-replay 4-in-1 deals(that's what I use). With those you get a memory cart/Ram cart/cheat device/converter all in one.

The saturn gameshark will also allow you to play imports, just not the ones that require the RAM expansion.
