Actually, yeah, that's a sweet idea. I recommend just a gift card, though, since it appeals to a wider range of people. Can't go wrong with Borders or Best Buy.

A pirate theme. You could be the TreasureRRRR. Hand out dubloons, call yourself Johnny Depp and promise to never let the ship sink.

Something along those lines :)
 
Don't know what you could use for a theme, but if your giving away something, give away something that has more purpose than just being a free thing. For example, giving away popcorn like popcorn girl would only yield "I voted because this person gave me cool stuff", but if you gave something away that was more than a one time thing, unlike popcorn or a beverage, they may remember you more and you won't come across as a person that tried to buy votes. For example, do military branches ever come to your school? At mine, they always give out pencils, pens, etc, but people always go talk to them just for the free stuff, and never sseriously think about joining.

Yeah, definately raffling something off is a good idea, however $100 is a bit much and brings my budget down to $200.
 
I know! How about raffling off a $50 gift card, or some sort of limited edition something. Then, while they are there, you could explain to them why they should vote for you or whatever like that. Doesn't have to be fancy, just what you plan to do.
 
Raffle off a $50 Best buy card, and on each of the raffle tickets promote yourself. Campaign promises, qualities for the job, etc.
 
Going with someone's MTV idea.. go do something with bling? like
Vote _________, he'll handle the bling.. ok well that is sorta retarded, but eh. Then you could do the raffle to some.. place.. o_O.. or giveout necklaces with your "Vote ___" but that could be a little too much.. x.x. I don't know, I'm just rambling.
