How do I download premium content from the original xbox to my 360??

I'm having an issue downloading the premium package for Star Wars Battlefront 2. It is telling me the account is not set up to allow premium content.

Does anyone know exactly where I would adjust this setting in the dashboard?
I've tried all over and cannot find it.

Under settings for family for xbox live it is telling me to set up an xbox live profile for a child?
I don't have any children, so I find this ridiculous to do in order to allow premium content downloads, yet I am not able to turn off family settings.

WTF?!?!

Anyone else have this problem?
